A key feature of Home Care Packages is that they are consumer-directed, meaning that recipients have control over the types of services they receive and how their allocated funds are spent.

There are four levels of HCP, each designed to cater to different levels of care needs:

Level Description
Level 1: Basic Care Needs Ideal for individuals needing minimal assistance, such as occasional help with household tasks or light personal care. This level includes the lowest amount of funding.
Level 2: Low-Level Care Needs Provides moderate support for tasks like personal care, cleaning, or mobility aid. Suitable for those requiring regular but not intensive assistance.
Level 3: Intermediate Care Needs Offers greater support for people with more complex health and care requirements. May include daily personal care, nursing, and other health-related services.
Level 4: High-Level Care Needs The highest support level, intended for those with significant and ongoing care needs. Funding can cover specialised services, regular nursing care, and major home modifications.

These package levels are assigned based on an assessment by the Aged Care Assessment Team (ACAT), which evaluates an individual’s health, mobility, and overall care needs. The consumer-directed nature of HCPs allows recipients to tailor their care plans, choose their providers, and adjust services as their needs evolve, ensuring that they receive the most appropriate care at all times.

Services Covered by Home Care Package Funding

Service Description
Personal Care and Hygiene Support for daily tasks like bathing, dressing, grooming, and toileting to maintain personal dignity and independence.
Nursing and Allied Health Care Includes medication management, wound care, and chronic condition support. Also covers allied health services such as physiotherapy, podiatry, and occupational therapy.
Domestic Assistance Funding for help with household tasks like cleaning, laundry, meal prep, and garden maintenance to ensure a safe, tidy home.
Home Modifications Minor changes such as installing grab rails or ramps that improve home safety and accessibility to reduce fall risks.
Social Support and Companionship Assistance with staying connected to community and loved ones—includes transport, support for outings, and regular companionship visits.
Transport Access to safe transport for medical appointments, shopping, and social outings for those unable to drive or use public transit.
Respite Care Respite Care provides short-term support that gives primary caregivers a break, either in-home or through a temporary stay in a care facility.
Goods, Equipment, and Assistive Technology Includes mobility aids, personal alarms, and assistive tools like shower chairs, walkers, or bed rails to support independent living.

What’s Not Included in Home Care Packages

While Home Care Packages offer a broad range of services, there are specific exclusions on how the funds can be used. Understanding these exclusions is important to ensure the appropriate allocation of resources and avoid any mismanagement of funds. Here’s what you cannot use Home Care Package funds for:

Groceries and General Food Costs HCP funds cannot be used to purchase regular groceries or general food items. Medically necessary food, like enteral nutrition, may be allowed.
Rent, Mortgage Payments, and Utilities These are standard living costs and are not covered by HCP funds.
Aesthetic Renovations Cosmetic upgrades like painting or installing luxury tiles are excluded. Only modifications improving safety/accessibility may be funded.
Significant Structural Changes Major changes (e.g., room additions) are not covered unless essential for care delivery.
Club Memberships and Event Tickets Entertainment expenses like memberships and ticket purchases are not eligible under HCP.
Holiday Travel and Accommodation Travel and accommodation costs for holidays cannot be funded through HCP.
Medicare and PBS Items/services already covered under Medicare or the Pharmaceutical Benefits Scheme (PBS), such as medications, are excluded.
